The Development
1 Watersplash Lane comprises a two-storey semi-detached C3 dwelling on a suburban corner plot in Hayes, London. The site occupies a prominent position at the bottom of a short cul-de-sac, immediately adjacent to the pedestrian entrance of Crane Park (public open space).
The proposal involved the conversion of the existing dwellinghouse and erection of a two storey building to accommodate 4 x 2-bedroom flats, including rear dormers and single storey rear extensions.
Site Context
The immediate context is characterised by early 20th century semi-detached houses of similar scale, with a consistent building line, front gardens converted to driveways, and pitched tile roofs. More recently, a multistorey residential housing scheme has been developed opposite the site replacing the previous Public House site.
The frontage and side boundary previously presented a visually poor street scene for users of the public realm, detracting from both the cul-de-sac and the park gateway. The development was designed to address this while maximising the site's potential.

Transport & Parking
A TRICS assessment was conducted demonstrating that the development would generate a negligible impact on the local highway network with only 6 daily vehicle movements. The proposal includes:
- •Car Parking: 3 off-street spaces, compliant with London Plan maximum standards for PTAL 2-3.
- •Cycle Parking: 9 secure cycle parking spaces, exceeding London Plan minimum requirements.
- •EV Charging: 1 active 7kW electrical charging point as per condition.
Result
Planning permission was granted on 17th April 2026 by London Borough of Hillingdon (Ref: 13077/APP/2025/1907). The decision confirmed that the proposal aligns with the NPPF and local policy by making efficient use of a suburban plot to provide much-needed housing.
Decision Summary
The council determined that the design is a significant improvement over the existing visually poor street scene, internal space standards are met for all flats, and access/parking requirements are satisfied. The proposal enhances the public realm in accordance with Policy DMHB 12.
