Pre-Assessment vs Full Application

Why the first step is the most important. The UK planning system is notoriously complex. In 2026, with stricter Biodiversity Net Gain requirements and the 2024 NPPF updates, the cost of a "refused" application is higher than ever.

Planning pre-assessment consultation

The Three-Stage Journey: At Planning Pros, we advocate for a structured approach: the Pre-Assessment, the Pre-Application, and the Full Application. Each stage reduces your risk and increases your chances of approval.

1. The Foundation: The Planning Pros Pre-Assessment

Before you engage with the council or spend thousands on high-detail architectural renders, you should carry out a Pre-Assessment.

What is a Pre-Assessment?

Unlike a council service, this is an internal, expert audit of your project's viability. We look at your site through the eyes of a Planning Officer to identify "red flags" before they become public record.

The Pre-Assessment Covers:

Constraints Mapping: Are you in a Conservation Area, Flood Zone, or a protected "Grey Belt" site?
Policy Alignment: Does your proposal meet the local 2026 housing density and design standards?
Planning History: Have similar projects in your street been refused? If so, why?
Strategic Advice: We advise if your project fits under Permitted Development or requires Full Planning.

Why do this first? A Pre-Assessment is fast and confidential. It allows you to pivot your design early, saving you from submitting an application that is "Dead on Arrival."

2. The "Test Run": Pre-Application Advice

Once your concept is refined, the next step is often a formal Pre-Application (or "Pre-App") with the Local Planning Authority (LPA). This is an optional, paid service where the council provides a written opinion on your proposal.

The Pros

  • Establishes dialogue with the officer who may decide your case
  • Highlights specific technical reports you'll need (e.g., Tree Surveys, Heritage Statements)
  • Provides written council opinion on your proposal

The Cons

  • In 2026, many councils are understaffed
  • 8-12 week wait times for a response are common
  • Costs vary significantly between councils

Planning Pros Tip: A Pre-App is most valuable for complex schemes (e.g., new builds or large extensions in Conservation Areas). For smaller domestic projects, our Pre-Assessment often gives you enough insight to proceed confidently.

3. The Main Event: Full Planning Application

With your Pre-Assessment insights and (if needed) your Pre-App feedback, you're now ready to submit a bulletproof Full Planning Application.

A Complete Application Includes:

Application forms
Location plan (1:1250)
Site plan (1:500)
Existing & proposed drawings
Design & Access Statement
Supporting technical reports
